I played netball tonight and there was a big argument between the umpire and a player. In the circle both the GA and GK touched the ball out of court, the umpire looked unsure who touched it and asked the other umpire for their opinion. The GA stated that the umpire at the circle should make that call whether it should be a toss up and was not allowed to ask the other umpire? (The GA is also an umpire) can you please advise whether umpires can ask each other ?

Rule 5.2.1 (IV)
Each umpire controls and gives decisions for one half of the court including the goal line
However 5.2.1 IiiiI states
The umpires work co-operative and may appeal to each other for decisions . An umpire must be ready for such an appeal at all times.
There may or may not have been a good reason the umpire hadn't seen. It shouldn't happen very often and if at all possible the appeal should be subtle rather than asked outright. If any umpire was appealing regularly then there would be concern
So the answer is yes she can ask the other umpire. It's one of the reasons why the umpire moves up to the 2nd transverse line when the ball is in the other umpires half

A pass from WA to GA inside the goal circle ( who at time of touching is in the air ) tips and scores goal . Discount goal ?
My understanding is that you must land wholly within goal circle in order to score goal.

Rule 15 Scoring a Goal
(I) have no contact with the ground outside the Goal Circle either during the catching of the ball whilst holding it
An umpire must consider where the GA jumped from before she played the ball. If she was standing wholly within the goal circle then the goal would be allowed. If she jumped from outside the goal circle and tipped it through the net then the goal would be disallowed.
Question
The whistle had gone and a penalty is called outside the shooting circle. If a WA goes into the shooting circle to collect the ball to then be able to set the penalty. Is she deemed off side and losses possession?

So to answer your question the answer is Yes.
However I would also add the proviso that, in order that the game should not be delayed, the umpire may tell a player to retrieve the ball from an offside area. This would be the exception rather than the rule.
I would also add that, when umpiring people who are new to the game the umpire may wish to consider this an opportunity to educate a player the first time it happens. Again this would be the exception rather than the norm
